Question:

What is the ruling on niqab, because I believe it to be Wajib, can you please confirm whether this is correct?

Answer:

The scholars are unanimous on the necessity (wujub) of observing the niqab for a Muslim woman when she leaves the house or is before men who are not her Mahrams. Hanafi jurists concur with this view when there is liklihood of temptation (Fitna) arising as we find today.
