Question:

Is wearing eye-brow halal for muslim women ? if not, why?

Though one is not permitted to pluck or trim one's eyebrow it is permitted to wear it provided it is in front of your husband or close family members. For a muslim woman to adorn makeup and present herself before strange men is haram and a heavy sin, so much so that the Messenger of Allah (sallallaahu alaihi wa sallam) cursed such women who show off their beauty in public.
