Question:

I would like to ask wether it is permisibble to use a digital Quran and whether one needs to be in a state of wudu to touch or read of it.

Answer:

It is permitted to use the digital Qurans you mention. Wudhu is not needed when touching them, however as the word of Allah taala is being transmitted via these sets one should show adab and respect when using them.
