Paying Zakaah on long term loans

Question:

I have given some Qarza Hasana to an Islamic institute as a long term loan. This money was originally for the education of my non-baligh (non mature) children. Do I have to pay Zakaah upon this money whilst it is with the institute.

The basic rule is that one must give Zakah on debts given to others. If however it is a long term loan one is permitted to give the Zakah when one actually recieves the loan back, calculatig the sum for the preceding years.
